โต๊ะข่าวภาคใต้ สถาบันอิศรา ภาพ "เรือเหาะตรวจการณ์" หรือ "บอลลูนติดกล้อง" ที่ค้นพบในเว็บไซต์ ซึ่งอาจมีรูปแบบ คล้ายคลึงกับ "ระบบเรือเหาะ" ที่ กอ.รมน.กำลังเตรียมจัดซื้อ ที่ประชุมคณะรัฐมนตรี (ครม.) เมื่อวันอังคารที่ 10 มี.ค.2552 ได้อนุมัติงบประมาณจำนวน 350 ล้านบาท เพื่อดำเนินการจัดหา “ระบบเรือเหาะ” พร้อมกล้องตรวจการณ์ทั้งกลางวัน และกลางคืน เพื่อใช้ในกิจการของกองอำนวยการรักษาความมั่นคงภายในราชอาณาจักร (กอ.รมน.) ในภารกิจตรวจการณ์ทางอากาศ อันเป็นหนึ่งในยุทธการแก้ไขปัญหา ความไม่สงบในจังหวัดชายแดนภาคใต้ ทั้งนี้ งบประมาณที่ใช้ในการจัดซื้อ เป็นงบประมาณกลางปี 2552 ตามการเสนอของ กอ.รมน. โดยให้เหตุผลต่อ ครม.ว่า กอ.รมน.ยังขาดยุทโธปกรณ์ตรวจการณ์อากาศเพื่อปรับกลยุทธ์ ให้ทันต่อการแก้ไข สถานการณ์ความไม่สงบในพื้นที่ สำหรับระบบเรือเหาะดังกล่าวนี้ จะเป็น “เรือบอลลูน” ขนาดใหญ่ ใช้สำหรับตรวจการณ์ บนอากาศ โดยจัดซื้อจากประเทศสหรัฐอเมริกา เฉพาะตัวเรือบอลลูนมีราคา 260 ล้านบาท กล้องส่องกลางวันและกลางคืนรวม 2 ตัว ราคา 70 ล้านบาท ส่วนอีก 20 ล้านบาท พราง เรดิโอ” ทางสถานีวิทยุ คลื่นเอฟเอ็ม 100.5 เมื่อเช้าวันเสาร์ที่ 14 มี.ค.ที่ผ่านมา โดยยืนยันว่าการจัดซื้อเรือเหาะ ก็เพื่อตอบสนองงานด้านยุทธการในการแก้ไข ปัญหาความไม่สงบ โดยบอลลูนหรือ เรือเหาะดังกล่าว จะติดตั้งกล้องอินฟาเรดไว้ที่ตัวบอลลูน สามารถตรวจการณ์ระยะไกล ได้ทั้งเวลากลางวันและกลางคืน ผู้ดำเนินรายการถามว่า การใช้บอลลูนหรือเรือเหาะบินตรวจการณ์ จะกลายเป็นเป้า ให้กลุ่มก่อความไม่สงบดักยิงทำลายหรือไม่ พ.อ.ปริญญา ตอบว่า ไม่มีความเสี่ยง ในประเด็นนี้ เนื่องจากเรือเหาะจะลอยสูงกว่าระยะยิงของกลุ่มผู้ไม่หวังดี ด้านแหล่งข่าวระดับสูงจากกองบัญชาการผสมพลเรือน ตำรวจ ทหาร ล้านบาทเพื่อจัดซื้อ “เรือเหาะ” หรือ “เรือบอลลูนติดกล้อง” เผยแพร่ออกไป ได้กลายเป็นประเด็นวิพากษ์วิจารณ์ อย่างกว้างขวางจากหลายฝ่ายถึงความเหมาะสมและประสิทธิผลของโครงการนี้ 4 ส่วนหน้า แถลงมาตลอดว่าสถิติการก่อเหตุร้ายในพื้นที่ลดลง และสามารถ ควบคุมสถานการณ์ได้ในระดับที่น่าพอใจ ประกอบกับเพิ่งทุ่มกำลังพลกว่า 6,000 นาย เข้าไปปฏิบัติการในหมู่บ้านสีแดงจำนวน 217 การรวมตัวกันของบรรดาแนวร่วม หรือค้นหาแหล่งฝึก ก็ยังมีคำถามเรื่องประสิทธิผล ของเรือเหาะอยู่ดี เพราะจุดเด่นของกลุ่มก่อความไม่สงบคือเคลื่อนที่เร็ว หากเราจับภาพ การรวมตัวประชุมกันของบรรดาแนวร่วมได้ เราจะไล่จับเขาทันหรือไม่ เพราะเขา อาจรู้ตัวก่อน เนื่องจากเรือเหาะมีขนาดใหญ่ สังเกตเห็นได้ง่ายมากโดยเฉพาะ ในเวลากลางวัน” อย่างไรก็ดี แหล่งข่าวในวงการผลิตอาวุธรายนี้ ชี้ว่า ประสิทธิภาพของเรือเหาะขึ้นอยู่ กับกล้องที่ติดตั้งบนบอลลูน และระบบสื่อสารกับภาคพื้นดิน ซึ่งคุณภาพของกล้อง เป็นประเด็นที่ต้องพิจารณาอย่างละเอียดรอบคอบก่อนตัดสิน ใจจัดซื้อ “ผมว่างบประมาณมันสูงมาก น่าจะนำมาใช้ซ่อมหรืออัพเกรดเฮลิคอปเตอร์ของ หน่วยงานความมั่นคงให้มี ประสิทธิภาพมากขึ้นจะดีกว่า ซึ่งเฮลิคอปเตอร์ก็มีศักยภาพ ทั้งการตรวจการณ์และไล่ล่า น่าจะเหมาะสมกว่าจัดซื้อเรือเหาะบอลลูน” แหล่งข่าว อย่าไปฟังนักข่าวในข่าวที่สองเขียนครับว่าเรือเหาะเป็นเทคโนโลยีตั้งแต่สงครามโลก ครั้งที่ 1 แล้วมันจะล้าสมัยอะไรนั่น เป็นข้อมูลที่พูดความจริงแค่ครึ่งเดียวโดยเจตนา เล็งเห็นผลในการ ดิสเครดิตเท่านั้นครับ เรือเหาะ มีใช้ตั้งแต่สงครามโลกครั้งที่ 1 และก็ยังมีใช้อยู่ในทุกวันนี้ในหลายประเทศ กองทัพสหรัฐก็ใช้เรือเหาะในการ ติดตามกลุ่มผู้ก่อการร้ายในอิรักและอัฟกันนิสถานอยู่ทุกวันนี้ครับ  Aerostat used in Afganistan ข้อดีของเรือเหาะไร้คนขับแบบนี้คือ .... มันประหยัดดีครับ ลอยเอื่อย ๆ ได้นาน ๆ โอกาสตกน้อยกว่าพวกที่ใช้ใบพัดหรือไอพ่น เนื่องจากมันมีคุณสมบัติที่ทำให้มันลอย ได้อยู่แล้ว เรือเหาะในปัจจุบันนี้จะใช้ในการรวบรวมข่าวกรอง และติดตามสังเกตุการณ์ ได้ในเวลานาน ๆ และบินได้นานกว่า UAV หรืออากาศยานไร้คนขับค่อนข้างมาก พวกนี้เขาจะมีกล้องทั้งกล้องถ่ายภาพกลางวันและกล้องอินฟาเรดถ่ายภาพกลางคืน แล้วส่งเข้าสู่สถานีภาคพื้นดินได้เลยครับ อีกอย่าง ด้วยความสูงเป็นหมื่น ๆ ฟุต ปืน M16 อาก้า และเผลอ ๆ จรวดต่อสู้อากาศยาน แบบประทับบ่าก็ไม่น่าจะยิงโดนครับเพราะการแผ่รังสีความร้อนต่ำจนไม่น่าจะตรวจจับ ได้จากระบบตรวจจับของตัวจรวด ถ้าพูดว่า RPG ยิ่งเป็นไปไม่ได้ใหญ่ครับว่าจะยิงโดน เนื่องจาก RPG ก็ไม่ใช่ระบบนำวิถี ดังนั้นน่าจะเลิกคิดได้เลยครับเพราะไม่มีทางยิงโดน แน่นอน อีกทั้งงานด้านการติดตาม ถ่ายภาพทางอากาศแบบนี้ ไม่ใช่ว่าจะต้องให้โจรมายืนยิ้ม ยิงฟันขาวให้ดู หรือว่าจะต้องเขียนป้ายห้อยคอว่า ฉันคือโจรใต้นะจ๊ะ ไม่ใช่แบบนั้นครับ  ลองไปดูรายงานการปฏิบัติการของกองทัพอากาศ ซึ่งวางกำลังอากาศยานที่ปฏิบัติงาน ในสามจังหวัดชายแดนใต้ในนามกองกำลังเฉพาะกิจที่ 9 ส่วนมากหน่วยที่ร้องขอ เที่ยวบินมาจะร้องขอเที่ยวบินในการถ่ายภาพ โดยเฉพาะในเวลากลางคืนครับ และภารกิจถ่ายภาพหรือสังเกตุการณ์ ก็เป็นภารกิจที่ถูกร้องขอให้ทำมากที่สุด ของกองกำลังทางอากาศเฉพาะกิจที่ 9 ของกองทัพอากาศครับ ปี 51 ทอ. ไม่จำเป็นว่าใครจะต้องยืนยิ้มฟันขาวให้ครับ เรื่องนี้มันมีงานให้ได้ใช้แน่นอน ความเห็น ส่วนตัวผมที่โพสตั้งแต่ต้นจึงคิดว่า ไอเดียเขาดีเรื่องหาบอลลูนมาใช้ และมันก็อาจจะ เหมาะสมก็ได้เอาเข้าจริงเพระผมก็ยังไม่ทราบถึงรุ่นของเรือเหาะที่จัดหามา แต่ความเห็นส่วนตัวแล้วผมว่าน่าจะมีที่ดีกว่านี้ครับ สำคญก็คือเราอยากได้มันมาทำภารกิจอะไรครับ ซึ่งโดยส่วนตัวแล้ว ผมว่าในภารกิจ แบบนี้ ลองไปหาเครื่องบินลาดตระเวนถูก ๆ มาใช้ น่าจะเป็นแนวคิดที่น่าสนใจครับ ยกตัวอย่างเช่น DA42 OPALE ซึ่งมันก็คือเครื่อง DA42 Twin Star เครื่องบินฝึก สองเครื่องยนต์รุ่นใหม่ของทอ. แต่ติดระบบตรวจการณ์ครับ ผมว่าความอ่อนตัวใน ภาคใต้มันน่าจะมากกว่าการใช้บอลลูนซึ่งก็เป็นยานไร้คนขับแบบหนึ่ง DA42 OPALE ราคาไม่ได้แพงมาก แต่ก็มีระบบตรวจการณ์ที่ทันสมัย ถ้าไม่อยากบินเอง มันก็มีโหมด UAV ให้บังคับจากพื้นดินได้ด้วย อีกทั้งเสียงก็ยังไม่ดังเท่ากับ AU-23A ที่เราใช้กัน อยู่ทุกวันนี้ครับ เพราะยังไงก็มีหลายข้อพิสูจน์ครับว่าตาของคนในหลายภารกิจนั้น ทำงานได้ดีกว่า UAV มากครับ กองทัพสหรัฐถึงกับเริ่มนำเครื่องบินลาดตระเวนกลับเข้า ประจำการอีกครั้งแล้วเพระในบางภารกิจ UAV ตอบสนองงานไม่ได้ครับ เงิน 350 ล้าน น่าจะซื้อได้สัก 3 ลำนะครับจำนวนไม่น่าจะหนีไปไหนมากนัก DA42 ราครไม่แพงมาก ประหยัด ซ่อมง่าย ในเมืองไทยมีคนใช้กันเยอะมาก อะไหล่หาง่ายครับ   ถ้าไม่อยากได้เครื่องบิน ก็อาจจะไปหา RQ-11 Raven เพิ่มก็ได้ครับ Raven เป็น UAV ขนาดเล็กแบบพกพาที่ใช้คนไม่กี่คนในการปฏิบัติงานครับ ตอนจะบินขึ้นก็ปาขึ้นฟ้าไปแบบร่อนจรวดกระดาษ เงิน 350 ล้าน ซื้อได้ตั้ง 35 ระบบ 1 ระบบมี 3 ลำ เท่ากับ 105 ลำ แจกให้ทหารแบกใส่เป้ไปคนละอำเภอยังไหวเลยครับ ผมว่าน่าจะมีความอ่อนตัวในการทำภารกิจมากกว่าน่ะครับ อีกทั้งภารกิจที่ทำได้น่าจะหลากหลายกว่าด้วย  RQ-11 Raven อีกอย่าง เรามีบอลลูนที่ทร.พัฒนาเองอยู่แล้วน่ะครับ เป็นโครงการของกองทัพเรือ ชื่ออาภากร ไม่รู้ไปถึงไหนแล้วล่ะครับ แต่ผมว่าถ้าประสิทธิภาพดีก็น่าจะจัดหามาดีกว่าซื้อของนอก ณ ตรงนี้ผมไม่กล้าพูดไปเลยว่ามันดีหรือไม่ดีครับ ต้องรอเรือเหาะมันพิสูจน์ตัวเองอีกครั้งครับ ถ้ามันไม่ได้ก็คือการเสียงบประมาณอย่างน่าเจ็บใจ The Royal Thai Army selected Aria International Incorporated after a number of real-time demonstrations of the system that were conducted in the United States. The RTA system is composed of select airborne assets, imagery capability from high-definition cameras and down linked communication facilities to a mobile command platform that are targeted to meet the requirements for this special procurement. ********************************** ซื้อเรือเหาะ 350 ล้าน ปราบโจรใต้! ภาค 3 "... คนเราถ้าพอในความต้องการ ก็มีความโลภน้อย เมื่อมีความโลภน้อ ยก็เบียดเบียน คนอื่นน้อย. ถ้าทุกประเทศมีความคิด - อันนี้ไม่ใช่เศรษฐกิจ - มีความคิดว่าทำอะไรต้องพอเพียง หมายความว่า พอประมาณ ไม่สุดโต่ง ไม่โลภอย่างมาก คนเราก็อยู่เป็นสุข. พอเพียงนี้อาจจะมีมาก อาจจะมีของ หรูหราก็ได้ แต่ว่าต้องไม่ไปเบียดเบียนคนอื่น. ต้องให้พอประมาณตามอัตภาพ พูดจาก็พอเพียง ทำอะไรก็พอเพียง ปฏิบัติตนก็พอเพียง ...” พระราชดำรัส พระราชทานแก่คณะบุคคลต่าง ๆ ที่เข้าเฝ้าฯ ถวายชัยมงคล เนื่องในโอกาสวันเฉลิมพระชนมพรรษา ณ ศาลาดุสิดาลัย สวนจิตรลดาฯ พระราชวังดุสิต วันศุกร์ ที่ ๔ ธันวาคม ๒๕๔๑  ผมเอามาเขียนอีกแล้วเกี่ยวกับเรื่องเรือเหาะลำนี้ เหอ ๆ จาก .."ซื้อเรือเหาะ 350 ล้าน ปราบโจรใต้!" http://www.bloggang.com/mainblog.php?id=skyman&month=17-03-2009&group=2&gblog=127 และ .."ซื้อเรือเหาะ 350 ล้าน ปราบโจรใต้! ภาค 2" http://www.bloggang.com/mainblog.php?id=skyman&month=17-06-2009&group=2&gblog=140 .. วันนี้มีภาพเจ้าเรือเหาะลำนี้มาให้ชมกันครับ โดยเป็นภาพของคุณ MoonZz ส่วนหนึ่งของบทความและได้รับการอนุญาตแล้ว ขอขอบคุณคุณ MoonZz ไว้ ณ ที่นี่ด้วยครับ (สื่อท่านใด จะนำภาพไปลง กรุณาขออนุญาตเจ้าของภาพ ด้วยนะครับ)  อย่างที่ทราบกันดีว่า กองทัพบกขออนุมัติงบประมาณจำนวน 350 ล้าน ในการจัดหาระบบเรือเหาะ (Airship) เพื่อใช้ตรวจการณ์ในสามจังหวัด ชายแดนใต้เมื่อหลายเดือนก่อนครับ  Aeros 40D Sky Dragon เริ่มทำการบินครั้งแรกในปี 2008 ครับ และได้ใบรับรอง จาก FAA ของสหรัฐ กองทัพบกไทยน่าจะเป็นลูกค้าที่เป็นกองทัพรายแรก ๆ ของ Sky Dargon นี้ โดยในเว็บไซต์ของบริษัทกล่าวว่าลูกค้าที่ต้องการจัดหาไปใช้ ในการลาดตระเวนสามารถใช้ประโยชน์จากความเงียบของตัวเรือเหาะและการที่ เรด้าร์ตรวจจับตัวเรือเหาะได้ยากเนื่องจากตัวเรือเหาะทำมาจากผ้าใบ และมีระบบ สื่อสารที่สามารถสื่อสารกับหน่วยข้างเคียงเช่นเฮลิคอปเตอร์ เรือรบ หรือหน่วย ภาคพื้นดินได้หลายหน่วยด้วยการส่งข้อมูลในเวลาจริง (Real time)  Sky Dargon มีความยาว 46.6 เมตร ทำความเร็วสูงสุดได้ 82 กิโลเมตรต่อชั่วโมง ความสูงสูงสุดที่ปฏิบัติการได้คือ 3,048 เมตร (10,000 ฟุต)อยู่บนอากาศได้นาน ที่สุด 24 ชั่วโมง และถ้าบินเดินทางด้วยความเร็วสูงสุดมีพิสัยปฏิบัติการ 563 กิโลเมตร ระยะเวลาบิน 6.5 ชั่วโมง ตัวเรือเหาะใช้เครื่องยนต์ Continental IO-240B ซึ่งมี ใบพัดแบบ 3 กลีบ 2 ชุดที่ออกแบบมาให้ลดเสียงดัง สามารถทำการบินด้วยนักบิน คนเดียวได้ และมีห้องโดยสารที่จุผู้โดยสารได้ 4 - 5 คนครับ นอกนั้นยังไม่มีข้อมูล เรื่องระบบสื่อสารและการปรับปรุงระบบตรวจการณ์ของเฮลิคอปเตอร์ที่อยู่ในสัญญา ด้วยครับ  อีกไม่นานมันก็จะถูกนำไปปฏิบัติการในสามจังหวัดชายแดนใต้แล้ว ซึ่งสักพักก็น่า จะมีข้อมูลออกมาว่าประสิทธิภาพของการใช้เรือเหาะนี้จะส่งผลในแง่บวกหรือลบ ต่อการใช้งานในการตรวจการณ์ในสามจังหวัดชายแดนใต้ได้อย่างไร แต่ส่วนตัวผมพูดเหมือนสองบทความที่ผ่านมาว่า ยังไม่มั่นใจว่าการใช้เรือเหาะจะเป็น ไอเดียที่ดีหรือไม่ เพราะเคยแสดงความคิดเห็นไปตั้งแต่ต้นแล้วว่า ภูมิประเทศของ สามจังหวัดชายแดนใต้นั้นเป็นป่าทึบซึ่งแตกต่างจากตะวันออกกลางที่จะเป็นทะเลทราย ที่เปิดโล่ง อีกทั้งการก่อเหตุของผู้ก่อเหตุในสามจังหวัดภาคใต้ก็แตกต่างจากใน ตะวันออกกลางที่มีการใช้เรือเหาะกันแพร่หลาย กล่าวคือผู้ก่อเหตุในภาคใต้เป็น ลักษณะของทหารบ้านที่ไม่ได้รวมกับเป็นกลุ่มก้อนอยู่ตามฐานทัพที่เป็นหลักแหล่ง เหมือนในตะวันออกกลาง แม้ว่าระบบจะสามารถตรวจการณ์จากที่สูงซึ่งผมก็ยังยืนยัน ว่าด้วยความสูงแบบนั้น ยากมากที่ผู้ก่อเหตุในสามจังหวัดจะสามารถทำอันตราย ต่อตัวเรือเหาะได้ แต่ลักษณะของการก่อเหตุที่เกิดขึ้นในเวลาเพียงไม่กี่นาที หรือเกิดขึ้นด้วยกลุ่มคนขนาดเล็กที่ใช้การซุ่มโจมตีซึ่งก็ใช้เวลาไม่นาน ส่วนการ ก่อเหตุในพื้นที่ในเมืองก็มักจะเป็นการวางระเบิดซึ่งคนทำอาจจะเป็นแค่คนหรือ สองคนที่เราแทบจะแยกไม่ออกจากระบบตรวจการณ์ว่าคนไหนคือมือระเบิด ถ้าไม่มีการข่าวรองรับก่อน และแม้ว่าตัวเรือเหาะจะมีระบบตรวจจับที่ดีทั้งกลางวัน และกลางคืน แม้แต่พื้นที่ในเมืองที่เรือเหาะน่าจะมีประสิทธิภาพในการปฏิบัติงาน สูงสุด ก็ไม่แน่ใจว่าจะทำให้ประสิทธิภาพในการตรวจการเพิ่มขึ้นมากขนาดไหน และคุ้มค่ากับการใช้งานเรือเหาะหรือไม่  สุดท้ายที่สุด ..... ผมยังมีคำถามว่า ทำไมกองทัพบกจึงเลือกระบบที่มีคนขับ แทนที่จะเป็นระบบไร้คนขับ? .... ตรงนี้ยังไม่เข้าใจเหมือนกันครับ การใช้ระบบ ที่มีคน ก็ต้องเอาข้อจำกัดของคนเข้าไปใส่ด้วย คนต้องทานอาหาร ต้องเข้าห้องน้ำ มีเหนื่อยล้าบ้าง มันน่าจะทำให้ระยะเวลาที่จะปฏิบัติการในอากาศลดลงจาก 24 ชั่วโมงค่อนข้างมาก ตรงนี้ยังเป็นคำถามที่ผมสงสัยมาตั้งแต่รู้ว่าระบบนี้จะใช้คน และตามข้อมูลแล้ว ถ้าเรือเหาะของกองทัพบกลำนี้มีเลขทะเบียนการผลิต (Manufacturing Serial Number:MSN) เป็น 21 ตามที่ปรากฏอยู่ตรงแพนหาง ด้านท้ายจริง ก็น่าจะเป็นไปได้ที่มันจะเป็นลำต้นแบบที่บริษัทเอาไว้ทดสอบ และให้ FAA ประเมินค่าเพื่อออกใบอนุญาตก่อนที่จะมาขายให้กับ กองทัพบกไทย???? ถ้าซื้อตัวต้นแบบแล้วราคาที่ออกมาถูกกว่าปกติ ก็ไม่อยากว่าอะไรมากนักครับ เพราะโลกนี้ก็มีคนซื้อเครื่องต้นแบบก่อนผลิตจริง มาบินกันหลายกองทัพหรือหลายสายการบินทั้งทหารและพลเรือน แต่ถ้าราคา เท่ากับปกติหรือแพงกว่าปกติ อันนี้ก็งงแล้วล่ะครับ แต่สุดท้าย ไม่ว่ายังไงก็ตาม ผมขอรอมันพิสูจน์ตัวเองอีกครั้ง ก่อนที่จะมีข้อสรุป ใด ๆ ออกมา ซึ่งถ้ามันประสบความสำเร็จ ผมก็ยินดีที่ตัวเองจะเสียหน้าที่ไม่ค่อย เห็นด้วยกับมันเท่าไหร่ เพราะมันก็จะเป็นวิธีการใหม่ ๆ ที่ใช้ในการปฏิบัติการ ในภาคใต้ แต่ถ้ามันไม่ประสบความสำเร็จ ผู้เกี่ยวข้องต้องคิดแล้วล่ะครับว่า ..... ทำไม?  อ้างอิง Aria International Incorporated Signs Agreement with Worldwide Aeros Corp. to Acquire Airship.
